BSS is not only collecting contributions. BSS is building a transparent, member-centered, AI-assisted welfare management system powered by CODA — scalable beyond Bungoma.

Bungoma pilot: 74 members loaded in CODA against a leadership target of 1,000 for the county. Registration fee (where that plan applies): KSh 500.

Receipts are issued only after verified reconciliation — not on registration alone. Registered does not mean paid. A payment instruction does not mean a receipt. Members get: contribution status, pending payments, receipts, statements, guided welfare requests, payment proof paths, proactive FAQs, and English / Kiswahili explanations — designed to reduce repeated calls and WhatsApp follow-ups.
AI-assisted support explains payment and receipt status, guides next steps, interprets policy in plain language, and supports Kiswahili copy — without approving, rejecting, or paying money. Example (blocked eligibility): instead of 'You are not eligible,' the system explains 'You are not yet eligible because your registration payment has not been confirmed. To become eligible, submit payment proof or wait for reconciliation confirmation.'
Members or authorized users submit support requests by type (medical, bereavement, emergency, refund, approved program expense, administration, other). The system surfaces evidence rules, budget buckets, generated purpose text (editable), and policy checks; executives approve or reject. Programs support minimum/maximum request amounts, eligibility rules, required evidence, budget categories, reserve protection, approval levels, request frequency limits, and 2–5 business day clearing windows. The system enforces governance — it is not an uncontrolled cash request form.
Executives see members, county targets, confirmed vs pending, receipts issued, withdrawal pipeline, available balance, exceptions, county ranking, budget position, and summarized CODA fee lines (detail view optional). BSS leaders are not CODA staff; secure organization-level access is granted by role.
County coordinators can track their counties; national executives compare performance; regions can compete positively on verified metrics; diaspora sponsors and partners gain confidence from transparent dashboards, receipts, and governed withdrawals.
Externally, CODA pricing stays simple: (1) One-time setup value KSh 75,000 — configuration, dashboards, reconciliation workflows, receipt verification, member statements, executive reporting — deferrable and recoverable gradually after agreed activity. (2) Monthly platform support KSh 15,000–18,000 — hosting, reporting, reconciliation support, member access, verification, maintenance, improvement. (3) After confirmed monthly collections exceed an agreed threshold, a small growth-support percentage may apply for scaling, automation, and setup recovery.
The fee buys trust and scale: fewer disputes and calls, faster reconciliation, professional receipts, transparent dashboards, county competition, executive reporting, audit trail, member self-service, AI language support, policy-based withdrawals, and a path to national rollout.
When BSS can show verified dashboards, receipts, governed withdrawals, and audit-friendly reports, diaspora supporters and partners are more likely to contribute — transparency and accountability become a fundraising and trust engine, not a side note.
BSS executive access can be configured for national leaders, finance viewers, reconcilers, county coordinators, and patrons — without granting CODA Django staff permissions.
Interview mode uses safe links to the contribution program list (no assumed demo data). After running `poetry run python coda/manage.py seed_contributions_demo`, open the BSS program from that list for full dashboards.
